@Mention spesific members and external guests about new case i forums

Since notification of external guests does not work in CNX Cloud, it is important that it is possible to send a reminder to selected guests that a forum has been created. Otherwise, it is not possible to note that the discussion is in progress. As it is now, the persons concerned must be notified directly in their own mail. This is very cumbersome. It should be possible to notice the message that the dialogue is important. "Mentions" should perhaps be reinstated for this purpose?
