Resend community email in the event of SMTP error

According to RFC 821 4.2.2/4.3 (https://tools.ietf.org/html/rfc821#section-1), when a successfull connection is opened between client and server but an SMTP service is unavailable, the server responds with a "421 Service unavailable" response instead of a "220 service ready" SMTP response. Testing this feature, we discovered that News servers, in sending community emails specifically (I have not tested other forms of email), do not attempt a resend of the email if the Server sends a 421 response. Please clarify if this is a known issue, and if you are able to replicate. We would expect that the News server would attempt to resend the email in an appropriate timeframe.
